Opening a cafeteria in the UAE: a practical checklist

Karak, fresh juice, a toasted sandwich and a quick chat at the counter: the cafeteria is one of the most common small food businesses in the UAE, and one of the most competitive. Opening one means paperwork, a kitchen, a menu and a till, roughly in that order. This checklist walks through each step; it is general information, and the exact rules differ between emirates, so confirm every approval with your emirate's economic department and municipality.

1. Licence and approvals

Most of the waiting happens here, so start early.

  • Trade licence from the emirate's economic department, with an activity that covers what you will sell (cafeteria, juices, light meals).
  • A location whose lease and use allow food service. Register the tenancy contract where your emirate requires it.
  • Food approvals from the municipality or food authority. They usually review the layout before fit-out: kitchen flow, hand-wash basins, ventilation, storage. Get drawings approved before you build, not after.
  • Staff food-safety training and health requirements. Food handlers are expected to be trained and certified; ask the authority what applies to each role.
  • Signage, which may need its own approval.

2. Tax and accounts

  • VAT registration is mandatory once taxable supplies pass AED 375,000 in the past 12 months, or are expected to in the next 30 days; voluntary registration is possible from AED 187,500. A busy cafeteria can reach the mandatory threshold within its first year, so watch your monthly sales. Our VAT basics article covers the TRN, prices and returns.
  • Prices shown to customers include VAT once you are registered. Decide this before you print the menu board.
  • Corporate tax also exists, with a relief for small businesses as announced. Ask your accountant how it applies to you.
  • Keep every record — sales, purchase invoices, expenses — for at least five years.

3. The menu and its costs

A short menu sells faster and wastes less. Many cafeterias do well with 25 to 40 items: hot drinks, juices, sandwiches, a few breakfast plates. Cost every item before you set its price.

A worked example, not a statistic. Prices include 5% VAT, so divide by 1.05 to get your share before calculating food cost:

ItemMenu pricePrice without VATIngredient costFood cost
Karak (cup)AED 2.00AED 1.90AED 0.7037%
Chicken sandwichAED 8.00AED 7.62AED 3.2042%
Fresh orange juiceAED 10.00AED 9.52AED 4.1043%

The sandwich and the juice earn more per sale, but keep less of each dirham than the karak. Know these numbers before you decide what to promote. Our food cost guide shows how to build recipes and track waste.

4. Equipment

Kitchen and counter: tea and karak station, juicer, grill or sandwich press, fridge and freezer with a daily temperature log, stainless prep tables, hand-wash sink, plenty of storage for cups and bread.

The till: a PC or tablet, an 80 mm thermal receipt printer, a cash drawer, a kitchen ticket printer or kitchen screen, and a card terminal from your bank. Apply for the card terminal early; the bank needs your licence and it can take weeks.

Power and heat: sockets in the UAE are 220-240 V with UK-style plugs. Summer heat is hard on electronics and on thermal paper, so keep the till away from the grill and store paper rolls somewhere cool.

5. Money, suppliers and delivery

  1. Open the business bank account and request the card terminal.
  2. Choose suppliers for bread, milk, vegetables and packaging; agree delivery days and payment terms in writing.
  3. Prepare an opening float in small notes and coins, and agree a cash-rounding practice with your accountant, since the smallest fils coins are rarely seen.
  4. If you deliver to nearby offices and buildings, decide the area, a minimum order and who takes the phone.

6. Staff

  • Decide the roles: tea maker, sandwich maker, counter cashier, delivery.
  • Teams often mix Arabic, English, Hindi, Urdu, Malayalam and Tagalog. Product names that everyone can read prevent wrong orders.
  • Give every cashier their own login so each receipt and each drawer count has a name on it.
  • Train three things before day one: the menu, hygiene routines and the till.

7. The first week

Run a soft opening for three to five days with a shorter menu. Count stock every evening, compare ingredient use with sales, and look at the busy hours before you fix staff shifts. If you open near Ramadan, plan for it separately: opening hours and peaks change completely, with the iftar rush in place of the lunch rush.

Quick answers

Do I need to register for VAT from day one? Only when you pass the mandatory threshold, or choose to register voluntarily. Ask your accountant, and keep checking your rolling 12-month sales.

How big should the first menu be? Smaller than you think. Start with what sells and costs well, then add.

Which till edition suits one cafeteria? A single counter that rarely needs remote access suits a desktop program; owners who want to check sales from the phone usually prefer an online one. Our which one page compares them.
