UAE e-invoicing

UAE e-invoicing: what it means for your shop

From 2027, invoices between businesses in the UAE must travel as e-invoices through an accredited provider. Receipts for walk-in customers are not part of it. Here are the dates, what changes at the counter, and how CreekPOS sends your invoices to companies through Flick (coming soon).

against the Ministry of Finance decisions and guidelines. Rules and dates can change; the official texts always win.

An invoice turning into structured data with a green tick

What it is, in three sentences

E-invoicing is not a PDF by e-mail. It is a national system for exchanging invoices as data.

  1. The invoice becomes data

An e-invoice is a structured XML file in the national format, PINT-AE (based on the international Peppol standard), that the buyer's software reads without retyping.

  2. It travels through accredited providers

You send it to your Accredited Service Provider (ASP), a company accredited by the Ministry of Finance, which checks it and delivers it to your customer's provider.

  3. The FTA receives the tax data

At the same time the providers report the invoice's tax data to the Federal Tax Authority: the "five-corner" model of supplier, two providers, buyer and FTA.

A printed invoice, a PDF or a photo of one is not an e-invoice in this sense. Credit notes go the same way as invoices.

Does it apply to my shop?

Three questions. Most small shops in the UAE have one date that matters: 1 July 2027, and only for their invoices to companies.

  1. Do you ever invoice a company or a government body (an office, a hotel, a school, a contractor)?

YesThose invoices (and their credit notes) are in scope. Your sales to walk-in customers are not.
NoIf you sell only to consumers, the e-invoicing system does not apply to your business for now. Keep printing receipts as today.
  2. Was your revenue AED 50 million or more in your latest financial statements?

YesAppoint a provider by 30 October 2026 and go live by 1 January 2027.
NoAppoint a provider by 31 March 2027 and go live by 1 July 2027. This is most shops, cafés and restaurants.
  3. Are you registered for VAT?

YesYour TRN identifies you in the system; nothing else to register for VAT.
NoYou are still in scope for invoices to businesses. If you have no tax number, you register with the FTA to get one.

The dates

As published by the Ministry of Finance. The row in green is the one for most small businesses.

  1. Pilot and voluntary start Passed

A pilot with invited businesses begins, and any business may start e-invoicing voluntarily.

Dates from Ministerial Decision No. 244 of 2025 as amended by No. 66 of 2026, as published on 5 October 2026; they have moved once and may change again. "Revenue" is the gross income in your most recent financial statements. A business that starts after these phases must appoint a provider and join too.

What changes at the counter, and what doesn't

For a typical shop the till keeps working as it does. The change is in the invoices you give to companies.

What changes (invoices to companies and government)

  • They are sent as e-invoices through your provider, not only printed or e-mailed
  • You need the company's legal name and tax number (TRN) on record
  • Returns, later discounts and corrections on them become e-credit notes
  • Each one is issued within 14 days of the supply or the payment, whichever comes first
  • If your system or provider fails, you report it to the FTA within 2 business days

What stays the same

  • Receipts to walk-in customers print as today: sales to consumers are outside the system until the Minister decides otherwise
  • The VAT rate, your VAT returns and your TRN on receipts
  • Your receipt printer, cash drawer and scanner
  • Keeping your records for at least five years

E-invoicing through Flick, step by step

Flick is the e-invoicing service provider CreekPOS connects to. It turns each invoice into a UAE e-invoice, delivers it to your customer's provider and reports it to the FTA. Before you appoint any provider, check that it is on the Ministry of Finance's list of accredited providers.

What is sent

  • Every tax invoice and credit note issued in Books to a customer with a TRN
  • Dated from the day you choose; a back-dated invoice still goes
  • Each one once; a document with a problem is held as “not sent” with the reason, never sent wrong

What you see

  • On the invoice page: waiting, sent to Flick, reported to the FTA, delivered to the buyer, or refused with Flick's words
  • On the A4 print, a line under the totals with the status and Flick's reference
  • A correction form (street, city, emirate, credit-note reason) while nothing was filed

Suppliers' e-invoices

  • A supplier's e-invoice becomes a draft bill in Books, matched to the supplier by its TRN
  • Your accountant checks it and posts it
  • An unknown supplier waits until you add it

The readiness checklist

  • Books switched on, and your TRN and address exactly as registered
  • Your registration with Flick live, with the same TRN
  • For each company customer: its TRN and full address with the emirate
  • Your default reason for credit notes

What is not sent

  • Till receipts to consumers: sales to consumers are outside the programme
  • A4 tax invoices printed from the till: invoice companies from Books so that they go
  • Customers without a TRN
  • Reverse-charge lines: such a document is held as “not sent” with the reason

What you do

  1. Appoint a provider by your deadline (31 March 2027 for most shops). With Flick, Flick registers your shop and gives you a participant ID.
  2. Set your TRN and address in Settings → Branches exactly as registered, and switch Books on.
  3. In Settings → Connections → Flick, connect with the participant ID and choose your credit-note reason.
  4. Invoice companies from Books, with their TRN and full address.
  5. Watch the invoice's status; correct an e-invoice already filed with a credit note.
  6. If your system fails, report it to the FTA within 2 business days: that duty stays yours.

Questions shop owners ask

Is my till receipt an e-invoice?

No. Sales to consumers are not part of the e-invoicing system until the Minister decides otherwise (Ministerial Decision No. 244 of 2025, Article 5). Keep issuing your receipts and simplified tax invoices as today.

I sometimes invoice a company. Am I in scope?

Yes, for those invoices. The system covers sales between businesses and to government. If you also sell to consumers, only the company and government invoices go through it.

I'm not registered for VAT. Does it apply to me?

Yes, for your sales to businesses: the Ministry of Finance guidelines say e-invoicing applies whether or not a business is registered for VAT. If you have no tax identification number, you register with the FTA to get one.

What is an Accredited Service Provider, and how do I pick one?

A company accredited by the Ministry of Finance to send and receive e-invoices and report them to the FTA. You appoint one; it handles both your outgoing and incoming e-invoices. The Ministry publishes the list on its website. Compare prices and ask how it connects to your software.

What are the fines?

Cabinet Decision No. 106 of 2025 sets them: AED 5,000 for each month you have not implemented the system (including not appointing a provider on time); AED 100 for each e-invoice or e-credit note not issued or sent on time, up to AED 5,000 a month; AED 1,000 a day for not reporting a system failure on time or not telling your provider about changes to your details. Businesses that join voluntarily are not fined before their own deadline.

Is a PDF invoice by e-mail enough?

Not for invoices in scope. An e-invoice is structured data in the PINT-AE format, exchanged through accredited providers.

Do I need new hardware?

No. Your receipt printer, drawer and scanner stay. E-invoices are sent by software through your provider.

Will CreekPOS send e-invoices for me?

Through Flick (coming soon). Books sends your tax invoices and credit notes to companies with a TRN as PINT AE e-invoices through Flick and shows their status on the invoice. Till receipts to consumers are not sent: they are outside the programme. CreekPOS itself is not an Accredited Service Provider and is not seeking accreditation.

Do I have to use Flick?

No. You may appoint any accredited provider. CreekPOS's e-invoicing connection works with Flick; with another provider, you send your e-invoices from that provider's own tools.

What should I do now?

Check whether you invoice companies or government, and which revenue band you are in. Keep your company customers' legal names, TRNs and full addresses complete, and invoice them from Books rather than from the till. If your revenue is under AED 50 million, appoint a provider by 31 March 2027. Ask your accountant about your own case.

This page is general information, not legal or tax advice. The Ministry of Finance and the Federal Tax Authority publish the binding rules; for your own case, check with the FTA or ask your accountant.
